He added that by the book, addiction is the compulsive use of a substance despite ongoing negative consequences, which may lead to tolerance or withdrawal symptoms when the substance is stopped. By this definition, about 10% of people who smoke marijuana become addicted to it.
On the other hand, no specialists, most of them medical doctors, still tend to use an older perspective, now seen as outdated by some medical cannabis experts. According to them, there are regular drugs that can be considered physically addictive producing severe withdrawal. Meanwhile, there are other medical drugs that are psychologically addictive and only cause craving; those that are both are the hardest to quit. They added that medical cannabis can be categorized as addictive too, like these drugs mentioned above.
But former Surgeon General Jocelyn Elders characterized medical marijuana on a television interview, that she is supporting the full legalization of medical cannabis as an alternative medicine to cure various medical conditions. She said that, "Marijuana is not addictive, not physically addictive anyway."
According to medical experts, the paradigm for addiction is heroin. Heroin can cause too much shaking. It can also cause puking, anyone can’t easily quit heroine usage because the withdrawal sickness is impossible to bear. However, medical marijuana cannot be compared with heroin, marijuana doesn’t have symptoms like what a person can experience through the use of heroin. It is not linked with such severe symptoms, with this, it is safe to say that the medical cannabis isn't seen as physically addictive to everyone. And considering that most people view physical addiction as uncontainable, but psychological addiction as manageable with proper willpower, the use of medical cannabis tends not to be regarded as addictive in general.
