This followed news that the “IRS was using the tax code to force dispensaries in California out of business, one dispensary in particular was slapped with $2.4 million in tax penalties.” The City Manager John Shirey issued a memo to halt the application process because of the fear of a federal crackdown and because the legal situation is very uncertain.

According to a medical expert, “What makes these recent developments even more surprising is that they fly in the face of public opinion. Few weeks ago, the California Medical Association voted to endorse the open legalization of marijuana. Also earlier this week a new Gallup poll showed that 50 percent of Americans believe marijuana should be legal. That is the highest percent of Americans in favor of legalization on record. So it seems culturally we've reached a point where the majority of Americans believe marijuana should be legal, and even the medical profession is beginning to agree. However, our legal structures are trying to move backwards.”

The Obama administration had made a promise to the entire public during his candidacy that he would respect states' rights in regards to medical marijuana. He has clearly violated that promise in California.
